Dr. Garnier is a Clinical Professor at The State University of New York (SUNY) Downstate Medical Center since 2004. Downstate is the only academic medical center in Brooklyn and one of four academic health centers in SUNY's 64-campus system. He is dual board-certified in internal medicine and pediatrics.

Dr. Garnier earned his Doctor of Medicine degree from the SUNY Downstate Medical Center and a Bachelor of Science from Columbia University.
