- Thomas P. Holcombe, MD, MPH is a board-certified occupational and environmental medicine physician and the founder of Holcombe Medical Consulting, PLLC, based in Texas. He provides independent medical consulting at the intersection of law, policy, and science — including occupational medicine consulting, independent medical examinations, impairment ratings, Medical Review Officer services, FAA aviation medical examinations, Direct Primary Care for pilots and veterans, and VA disability evaluation.
Dr. Holcombe also serves as Medical Director of HV Health and Safety, an occupational health company specializing in on-site occupational health support and injury case management for high-risk industries.
He is an FAA-designated Senior Aviation Medical Examiner and holds medical licensure in all 50 states. He is MROCC-certified and credentialed as an FMCSA DOT Medical Examiner with additional certifications in NIOSH spirometry and CAOHC hearing conservation.
Prior to entering private practice, Dr. Holcombe served six years of active duty in the U.S. Navy as a flight surgeon, completing tours with Carrier Air Wing EIGHT (CVW-8) and Helicopter Sea Combat Squadron TWO-EIGHT (HSC-28). He continues to serve in the Navy Reserve. He earned his MD from the University of South Alabama College of Medicine and his MPH from UTHealth Houston School of Public Health, where he also completed residency training in occupational and environmental medicine.
